Sir,
I have the honour to forward the enclosed copy
of a letter from Dr. P. J. Kelly, dated the 11th. March, together
with an extract from the local press "Hongkong Telegraph - 9th. March, 1912" and to recommend that Dr. Kelly should be allowed to retain the gift so kindly presented to him by the Directors of the
Tung Wa Hospital.

Dr. Kelly has, as you are aware, been transfer- -red from Hongkong to Ceylon and left this Colony on the 16th. March. It was part of his duty to inspect the Tung Wa Hospital, but he received no special allowance for this work.
